For some, “charter bus” just means a big 50+ passenger bus. They don’t realize that there is a broader number of options available that also cost less.

Some people have smaller groups that they need to transport so a smaller bus (a 20 or 32 seat shuttle) makes the most sense. You don’t need to pay for empty seats!
